民族地区基层政府公共文化服务能力提升的优化路径研究——以青海省大通县的实践经验为例

Research on optimization path of public cultural service ability improvement of grassroots government in minority areas--Take the practical experience of Datong County in Qinghai Province as an example

提升民族地区基层政府公共文化服务能力是保障各民族人民共同享有基本公共文化权益的重要途径,为实现乡村振兴发挥着“铸魂”“供智”“厚基”作用。研究发现,民族地区基层政府基于当地实际和特色,持续打造文化服务品牌、建设公共文化服务阵地、健全“多元”公共文化服务体系、增强公共文化服务供给能力,基层政府公共文化服务能力得到显著提升。但是,依然面临公共文化基础设施利用率较低、专业化人才较为欠缺、数字赋能水平有限、“多元”主体参与积极性不高等问题。据此提出优化路径:着重提高公共文化服务基础设施建设与利用效率、加强公共文化服务专业化人才队伍建设、增强数字赋能公共文化服务供给能力、创新“多元”主体参与公共文化服务供给活力,为乡村振兴厚植“智治”基础,推进乡村振兴高质量发展。

Enhancing the public cultural service capacity of grassroots governments in ethnic areas is an important approach to ensuring that people of all ethnic groups have equal access to basic public cultural rights.It plays a crucial role in promoting rural revitalization by fostering cultural identity,providing intellectual resources,and building a solid foundation.This research reveals that the public cultural service capacity of grassroots governments has significantly improved through continuous efforts to build cultural service brands,establish public cultural service centers,develop diversified public cultural service systems,and enhance the supply capacity of public cultural services based on local conditions and characteristics.However,challenges remain,such as low utilization of public cultural infrastructure,lack of specialized talents,limited use of digital technologies,and limited participation from diverse entities.In light of these findings,it is suggested to optimize the following paths:improving the efficiency of public cultural infrastructure construction and utilization,strengthening the cultivation of specialized talents in public cultural services,enhancing the digital empowerment of public cultural service supply,and promoting the active participation of diverse entities in providing public cultural services.These measures are aimed at laying a solid foundation of“intelligent governance”for rural revitalization and promoting high-quality development in rural areas.
