阳极泥及含铜含镍固危废资源化利用类项目环境影响评价技术要点

摘要 阳极泥及含铜含镍固危废由于产生工序的特点,大多为酸性、涉重固废,具有腐蚀性、毒性等,属于危险废物;同时,采取火法或湿法资源化利用过程属于高污染、高耗能行为,因此,此类项目应该严格环境影响准入,环评要点为分析判断项目法律法规、规划、三线一单等的符合性,源强核算,污染防治措施可行性论证,环境影响预测,环境风险分析以及跟踪监控计划等。 Due to the characteristics of the production process,anode mud and solid hazardous waste containing copper and nickel are mostly acidic,heavy soli d waste,corrosive,toxic and so on,belonging to hazardous waste;At the same time,the process of fi re or wet resource utiliz ation is highly polluting and energy-consuming.Therefore,such projects should be strictly approved for environmental impact.The key points of EIA are to ana lyze and judge the conformity of project laws and regulations,plannin g,three lines,one order,etc.,source strength accounting,feasibility demonstration of pollution prevention and control measures,environmental impact prediction,environmental risk analysis and tracking and monitoring plan.
