企业参与公共图书馆跨界融合的动力机制研究——基于公共文化服务供给视角

Dynamic Mechanism of Enterprises'Participation in the Cross-Border Integration of Public Libraries——Based on the Perspective of Supply of Public Cultural Services

近年来,随着公民对高质量公共文化服务需求的日益增长,政策关注与导向的不断增强,企业参与服务创新与供给的实践也快速发展。公共图书馆跨界融合是应运新生的服务之一,品质属性较高且受公众青睐。为剖析其形成机理,运用经典扎根理论深入分析典型实例,发现企业参与图书馆跨界融合存在五方面动力和两方面阻力。引入演化博弈理论构建企政合作模型,对照动力设计收益指标、展开问卷调查、检验修正发现,并围绕动力收益变现厘清其作用机制,获得以下政策启示:我国宜加快市场力量参与模式、自主边界、获利空间、激励标准等方面政策探索;引导市场力量参与公共文化服务供给应坚持利益激励与监管并重;合作中应秉持契约精神,维护合作透明度及政策连续性;要发挥公共文化服务供给倒逼合作主体提升各项能力,推动文化市场主体不断发展壮大;公共图书馆跨界融合品位及供给模式切合公民需求、政策导向,为其他公共文化服务提档升级提供了借鉴。

In recent years,citizens'demand for high-quality public cultural services has been increasing,policy attention and orientation have been continuously strengthened,and the practice of enterprises'participation in service innovation and supply has also accelerated.The cross-border integration of public libraries is one of the new services,with high quality attributes and favored by the public.In order to analyze its formation mechanism,the classic rooting theory is used to deeply analyze typical examples,and it is found that there are five aspects of motivation and two aspects of resistance for enterprises to participate in the cross-border integration of libraries.Introducing evolutionary game theory to build an enterprise government cooperation model,designing income indicators against power,conducting questionnaire surveys,testing and revising the findings,and clarifying its mechanism around the realization of power income,the following policy implications are obtained:China should speed up policy exploration in terms of market power participation mode,independent borders,profit margins,incentive standards,etc;To guide market forces to participate in the supply of public cultural services,we should attach equal importance to interest incentive and supervision;In cooperation,we should uphold the spirit of contract and maintain transparency and policy continuity of cooperation;We should give full play to the supply of public cultural services and force the cooperative subjects to improve their capabilties,so as to promote the continuous development of the cultural market subjects;The cross-border integration grade and supply mode of public libraries are in line with citizens'needs and policy guidance,which provides reference for upgrading other public cuitural services.
