新时代下我国优抚医院借鉴国企医院改革的思考

Veteran’s hospitals in the new era:enlightenment from the reform of state-owned enterprise hospitals

优抚医院作为一类特殊的医疗机构,在改革过程中存在着改革任务艰巨、缺乏经验基础的问题。基于国企医院和优抚医院二者的改革共性,梳理分析国企医院转制为大学附属医院这一改革路径下所采取的有益发展措施,开展新时期优抚医院改革的理论研究及实践探索。从顶层设计、学科建设、综合管理等方面提出针对性策略,以期为其他优抚医院平稳渡过改革过渡期提供参考。

As a special type of medical institution,the veterans administration hospital faces the challenging task of reform and lacks experience in the process.Based on the similarities in reform between state-owned enterprise hospitals and veterans’hospitals,this paper analyzes the beneficial measures taken under the reform path of transforming state-owned hospitals into university affiliated hospitals,and conducts theoretical research and practical exploration on the reform of veterans’hospital in the new era.This paper proposes targeted strategies in terms of top-level design,discipline construction and comprehensive management to provide reference for other veterans’hospitals to smoothly pass through the transition period of reform.
