面向大型复杂铁路工程建设的科技创新网络绩效评价方法

摘要 为探讨如何系统、全面地评价大型复杂铁路工程科技创新绩效,建立大型复杂铁路工程建设科技创新网络绩效评价模型,通过以大型复杂铁路工程创新过程为切入点,针对各建设阶段的科技创新活动特征设定评价指标,并将指标进行系统分类。研究基于“信息沟通—技术研发—创新产出—创新风险”的四维科技创新网络绩效评价体系,以提升科技创新绩效评价的全面性、系统性,分析工程建设科技创新综合绩效水平。阐述创新网络在各个阶段存在的问题,提出提高大型复杂铁路工程建设科技创新绩效的3点对策与建议,为创新组织的管理和协调工作提供思路,为大型复杂铁路工程项目健全组织架构和增设联系路径提供方向,使科技创新能更好地发挥对解决工程建设难题的攻坚作用。 In order to discuss how to systematically and comprehensively evaluate the scientific and technological innovation performance of large-scale complex railway engineering and establish a corresponding performance evaluation model,evaluation indicators are set according to the characteristics of scientific and technological innovation activities in each construction stage and classified systematically by taking the innovation process of large-scale complex railway engineering as a breakthrough point.This paper studies the four-dimensional scientific and technological innovation network performance evaluation system based on“information sharing-technology R&D-innovation output-innovation risk”,so as to improve the comprehensiveness and systematicness of scientific and technological innovation performance evaluation and analyze the comprehensive scientific and technological innovation performance level of engineering construction.This paper introduces the problems existing in each stage of innovation network,puts forward three countermeasures and suggestions to improve the scientific and technological innovation performance of large-scale complex railway engineering construction,provides ideas for the management and coordination of innovation organizations,provides directions for refining the organizational structure and adding contact paths for large-scale complex railway engineering,so that scientific and technological innovation can play a key role in solving engineering construction difficulties.
