省级政府推动职业教育高质量发展的政策扩散机理

The Policy Diffusion Mechanism of Provincial Governments to Promote the High-quality Development of Vocational Education and Training

职业教育高质量发展是确定职业教育类型地位、构建技能型社会的必经之路。基于政策扩散理论,采用文本分析法,从时间、空间、机制三个维度深度描绘省级政府推动职业教育高质量发展的政策扩散机理。研究发现,时间维度上,扩散曲线呈S型分布,扩散过程显现政策扩散初显期(2018—2019年)、政策扩散发展期(2020—2021年)、政策扩散深化期(2022年至今);空间维度上,职业教育高质量发展政策遵循空间扩散逻辑,呈现自上而下的纵向层级扩散体系、邻近效应的横向区域扩散模式、协同联动的平行部门扩散结构三种扩散路径;机制维度上,学习、模仿、竞争、强制四种机制共同驱动职业教育高质量发展,形成内生驱动和外力推动的政策扩散生态格局。

The high-quality development of vocational education and training is essential to determine the type status of vocational education and training and build a skilled society.Using the theory of policy diffusion and text analysis method,this study deeply describes the policy dffusion mechanism of the provincial government to promote the high-quality development of vocational education and training from the three dimensions of time,space,and mechanism.The research findings indicate that the diffusion curve follows an S-shaped distribution,and the diffusion process shows the initial period of policy diffusion(2018-2019),the development period of policy diffusion(2020-2021),and the deepening period of policy diffusion(2022-present).In the spatial dimension,the high-quality development policy of vocational education and training follows the logic of spatial dffusion,presenting three diffusion paths:a top-down vertical hierarchical diffusion system,a horizontal regional diffusion model of proximity effect,and a collaborative linkage and parallel sector difusion structure.In the mechanism dimension,the four mechanisms of learning,imitation,competition,and coercion jointly drive the high-quality development of vocational education and training,forming an ecological pattern of policy diffusion driven by endogenous and external forces.
