基于“一统三融”的现代职业教育体系改革:新思路、新挑战与新举措

Reforming the Modern Vocational Education System Based on One Unification and Three Integration:New Ideas,New Challenges,and New Initiatives

二十大报告中所强调的“一统三融”成为了加快建设高质量教育体系的时代命题,这是党中央作出的重大决策部署,为建设现代职业教育体系指明了发展方向。基于“一统三融”的时代背景,在现代职业教育体系的形成过程中要转换新思路,始终沿着以生为本、协同服务以及产教科一体的道路不断发展,面对“一统”的顶层设计需要冲破传统惯性、产教融合的央地统筹制度有待完善、职普融通的落地制度体系缺乏耦合、产科教一体的动力机制和长效机制尚未构建四个新挑战,从央地统筹的国家制度框架、资源供给制度、就业市场与薪酬制度、产教科融合与精准预测制度等方面寻找突破口,为加快“一统三融”的发展提出具有落地性、实施性的对策建议。

After the 20th Party Congress,the report emphasized the one unification and three integration,which has become the proposition of the times to accelerate the construction of a high-quality education system.This is a major decision made by the Central Commitee of the Party,indicating the development direction for the construction of a modern vocational education system.Based on this background,the process of forming a modern vocational education system should be transformed into a new way of thinking,always following the path of student-centered,collaborative services,and the integration of production and education.There are four new challenges we are facing.The first is the need to break through traditions in the top-level design of one unification.The second is the need to improve the central coordination system for the integration of industry and education.The third is the lack of a systematic system for the integration of general education and vocational training.The fourth is the lack of a dynamic mechanism and long-term mechanism for the integration of industry,science,and education.To solve these problems,we are looking for breakthroughs in many aspects in order to accelerate the development of one unification and three integration.They are the national institutional framework for central coordination,the resource supply system,the employment market and remuneration system,and the system for the integration of industry,science,and education and accurate forecasting.The project will put forward ground-breaking and implementation-oriented countermeasure suggestions to accelerate its development.
