摘要
地方政府依据制定的经济增长目标开展经济建设,影响区域资源配置及包括企业高级人才流动在内的微观企业行为。以中国资本市场2008—2019年A股上市公司为样本,实证检验地方经济增长目标与企业高级人才流动之间的关系。研究发现:经济增长目标与企业高级人才流入之间存在倒U型关系,表现为随着地方经济增长目标的提高,当地上市公司聘请的博士学历高级人才呈现先增后减的趋势。异质性分析表明,这一非线性关系主要存在于大规模企业和西部地区的企业。因此,地方政府应合理制定经济增长目标,助推企业吸纳高级人才,以实现经济高质量发展。
Local governments carry out the economic construction according to the economic growth goals,which influences the regional resource allocation and the micro-enterprise behaviors including the flow of high-end personnel in enterprises.Taking A-share listed companies in China′s capital market from 2008 to 2019 as a sample,this paper empirically examines the relationship between local economic growth goals and the flow of high-level corporate talents.It turns out that there is an inverted U-shaped relationship between the two.Specifically,with the improvement of local economic growth goals,the number of employees with doctoral degrees hired by local listed companies shows an increasing trend,then followed by a decrease.A heterogeneity analysis indicates that this nonlinear relationship mainly exists in large-scale enterprises and the western regions.Therefore,local governments should reasonably set economic growth goals to help enterprises attract more high-level talents so as to achieve high-quality economic development.
