Comprehensive and in-depth promotion of financial opening-up and innovation in Hainan FTP

【编前语】五年前,习近平总书记在庆祝海南建省办经济特区30周年大会上发表重要讲话,提出“支持海南逐步探索、稳步推进中国特色自由贸易港建设”。建设海南自由贸易港,是党中央着眼于国内外发展大局,深入研究、统筹考虑、科学谋划作出的重大决策,是习近平总书记亲自谋划、亲自部署、亲自推动的重大国家战略。突出制度集成创新,稳步扩大制度型开放,将海南自贸港打造成为引领我国新时代对外开放的鲜明旗帜和重要开放门户,是贯彻党的二十大精神推进我国高水平对外开放的关键一步。

Over the past five years,the Hainan FTP has made many breakthroughs in the free flow of cross-border capital,the construction of crossborder investment and financing system,and the internationalization of financial factor markets.However,to build a world-class FTP with Chinese characteristics while geared to international economic and trade rules and world-leading FTP practices,Hainan stil needs to continuously promote a high level opening up of its financial industry,and make opening up a catalyst for reform,innovation and development.On the one hand,we should continue to speed up the openness of rules and other systems and accelerate the formation of policy systems and institutional mechanisms that geared to international rules.On the other hand,we should make every effort to promote functional openness,and establish a sound financial organization network and product market system to meet the needs ofthe construction of the FTP.
