福建省农村物流共建共享路径探究

Study on the Path of Co-construction and Sharing of Rural Logistics in Fujian Province

随着福建省农村电子商务的发展,加之国家“乡村振兴”政策的大力推动,众多农村地区已经不仅仅是简单的物流末端即“最后一公里”的体验者和使用者,很多农村地区也已经开始成为物流首端即“最初一公里”的使用者。在双向畅通“共建共享”的背景之下,福建省农村物流存在以下问题:基础设施建设不完善,配送成本较高;福建省农村分布较散,人员不集中,“共建共享”机制下沉困难;农村物流服务水平不足,“共建共享”机制构建范围窄;“共建共享”机制涉及多方利益,企业缺乏建设意愿;农村缺乏专业人才,发展潜力不足等。给出以下建议:①加强农村基础设施建设,发展城乡双向物流;②在农村地区积极构建物流园区,发挥其集聚效应;③发展第三方物流服务,妥善进行物流外包业务;④构建多方参与机制,建立费用共担、收益共享契约;⑤重视物流人才,加强基层人才建设。

With the development of rural e-commerce in Fujian Province,coupled with the vigorously promotion of national“rural revitalization”policy,many rural areas are not only experience-takers and users of the simple end of logistics,namely the“last kilometer”,but also users of the first end of logistics,namely the“first kilometer”.Under the background of two-way smooth“co-construction and sharing”,there are the following problems in rural logistics in Fujian Province:Imperfect infrastructure construction and high distribution cost;The rural distribution is scattered,the personnel is not concentrated in Fujian Province,and the mechanism of“co-construction and sharing”is difficult to sink;The service level of rural logistics is insufficient,and the scope of“co-construction and sharing”mechanism is narrow;The“co-construction and sharing”mechanism involves multiple interests,and enterprises lack the willingness to build;And rural lack of professional talent,development potential is insufficient and other problems.The following suggestions are given:①Strengthen rural infrastructure construction and develop urban-rural two-way logistics;②Actively build logistics parks in rural areas to give play to their agglomeration effect;③Develop third-party logistics services and properly carry out logistics outsourcing business;④Construct a multi-party participation mechanism and establish a contract of sharing costs and benefits;⑤Attach importance to logistics talents and strengthen the construction of grassroots talents.
