国际公铁联运“一单制”运行机理及规则体系设计研究

Research on the Operation Mechanism and Rule System Design of“the One-bill Coverage System”for International Road-rail Intermodal Transport

国际公铁联运“一单制”探索是近年来我国多式联运创新探索的前沿领域,是推动我国建立基于陆路联运规则的新型国际贸易方式,争取更多国际话语权的重要途径。文中基于我国国际公铁联运“一单制”形成机理及相关利益方分析,对我国基于中欧班列的国际公铁联运“一单制”运作流程进行了分析,在此基础上提出我国国际公铁联运“一单制”规则体系及推进路径。

The exploration of“the One-bill Coverage System”of international road-rail intermodal transport is the frontier of China s innovative exploration on intermodal transport in recent years.It is an important way to establish a new international trade mode based on the rules of land intermodal transport and striving for more international discourse.The paper analyzes the formation mechanism and the relevant stakeholders of“the One-bill Coverage System”of international road-rail intermodal transport.Combined with the operation process analysis in typical regions,the paper proposes the rule system and promotion path of“the One-bill Coverage System”of international road-rail intermodal transport in China.
