在开启全面建设社会主义现代化国家新征程的背景下,国土空间体系和区域经济布局成为高质量发展的坚实支撑。中国国土空间体系在核心理念、规划体系、指导运行层面与区域经济布局保持了良好的一致性。通过完善城市地区区位和功能定位统一的格局、推动农业地区城乡均衡和人地可持续发展、保障生态地区的开发保护和特色化治理,区域经济布局奠定了国土空间体系的底色,国土空间体系细化了区域经济布局的方向,二者协同实现中国式现代化目标。现有国土空间体系和区域空间布局在管理机制和规划评价体系的优化、效率与协调的权衡、部分地区发展潜力的激发等方面仍存在不足,可以通过连通化和数字化赋能管理和评价体系、通过政策作用和资源互补兼顾协调发展、通过培育和发掘空间增长极驱动高质量发展等方式,逐步形成优势互补的区域经济布局和国土空间体系。

Against the backdrop of embarking on a new journey of fully building a modern socialist country,the national spatial system and regional economic layout have become a solid support for high-quality development.China's national spatial system maintains good consistency with the regional economic layout in terms of core concepts,planning systems,guidance for operation and regional economic layout.By improving the unified pattern of location and functional orientation of urban areas,promoting balanced development of urban and rural areas in agricultural regions,ensuring the development,protection and specialized management of ecological regions,the regional economic layout lays the foundation for the national spatial system,while the national spatial system refines the direction of the regional economic layout.The two work together to achieve the goal of China's modernization.However,the current national spatial system and regional spatial layout still have shortcomings in optimizing the management mechanism and planning evaluation system,balancing efficiency and coordination,and stimulating the development potential of some regions.In the future,it is necessary to gradually form a regionally advantageous economic layout and national spatial system through means such as empowering management and evaluation systems through connectivity and digitization,coordinating development through policy and resource complementarity,and driving high-quality development through cultivating and tapping spatial growth poles.
