造血式扎根:企业社区参与的驱动因素与现实路径

Hematopoietic Rooting : The Driving Factors and Practice Path of Enterprise Community Participation

在“共建共治共享”的社会治理格局下,企业社区参与作为一种重要战略举措,愈发受到重视。本文基于对S市一家生活服务类公司参与社区治理的研究发现,企业基于自身生存发展需要,采取“双轨制战略”,通过成立社会组织参与社区治理。在具体实践中,该类社会组织采用模式融合策略,激发了社区与组织活力。在这种战略下,企业社区参与不仅有效结合地方政策,也能较好地扎根社区,最终形成了“企业‘造血’社会组织——组织‘回馈’社区居民——居民消费支持企业”的多方共赢运作模式,推动了企业、社会组织与社区治理的快速发展。这种企业衍生社会组织的社区参与新模式既能节约治理成本,还能为企业承担社会责任、持续参与社会治理提供新的发展思路。

Under the social governance pattern of"co-governance,co-contribution and shared benefits",enterprise community participation,as an important strategic measure,is increasingly valued.Based on the research on the participation of a life service company in community governance in S City,this paper finds that,based on the needs of its own survival and development,the enterprise adopts the"dual-track strategy"and participates in community governance by establishing social organizations.In practice,this kind of social organization adopts the strategy of pattern integration,which stimulates the vitality of community and organization.Under this strategy,enterprise community participation not only effectively combines local policies,but also takes root in communities.Finally,a multi-party win-win operation mode of"enterprise becomes'hematopoietic'for social organization--organization'feeds back'to community residents--residents'consumption supports enterprises"is formed,which promotes the rapid development of enterprises,social organizations and community governance.This new model of community participation of social organizations derived from enterprises can not only save governance costs,but also provide new development ideas for enterprises to take social responsibilities and continue to participate in social governance.
