Research on the Transformation of Public Security Governance in First-Line Police Agencies in the New Era

健全完善同国家安全体系和能力现代化要求相适应的公共安全治理体系是公安部党委贯彻落实党的二十大精神作出的重大战略部署。公安机关要按照“党委领导、部级抓总、省级主责、市县主战、派出所主防”职能体系构建思路,以“枫桥式公安派出所”创建为载体,推动派出所落实主防职能,着力打造派出所预防警务体系,助力实现公共安全治理模式转型升级。

To develop and perfect the public Security governance system that satisfies the needs of modernization is the strategic arrangement the Party Committee of the Ministry of Public Security has made so as to implement the spirit of the 2Oth CPC National Congress.Police agencies should act on the instruction of such established functional system,that is,"the Party committees play the role of leadership,ministry gives main orientation,provinces take the main responsibility,cities or counties initiate battles and police stations are engaged in proactive prevention",We should use Fengqiao police station as an established working mode to urge police stations to play the role of the proactive prevention,focus on developing a police stations'prevention system,and be committed to the transformation and upgrading of public security governance mode.
