摘要 中共安徽省委、省政府高度重视长江生态环境保护工作,按照“共抓大保护、不搞大开发”的总体要求,在长江生态环境保护工作中积极作为,全面打造水清岸绿产业优美丽长江(安徽)经济带,生态环境得到有效改善,绿色发展步伐显著加快。但仍存在生态环境质量改善成效还不稳固,绿色低碳发展水平有待进一步提升,生态补偿机制尚不健全,船舶和港口污染防治市场主体持续运营存在困难。为此,建议纵深推进长江经济带污染防治,加快推动产业结构转型升级,构建长江生态环境现代化治理体系,推进形成“布局合理、衔接顺畅、运转高效、监管有力”的船舶和港口污染防治格局。 The CPC Anhui Provincial Committee and the provincial government attach great importance to the protection of the ecological environment of the Yangtze River,and in accordance with the overall requirements of"jointly pursuing great protection and not engaging in large-scale development".They actively act in the protection of the ecological environment of the Yangtze River(Anhui)Economic Belt with clean water and green industries,effectively improving the ecological environment and significantly accelerating the pace of green development.However,the improvement of ecological and environmental quality is still unstable,the level of green and low-carbon development needs to be further improved,the ecological compensation mechanism is not perfect,and there are difficulties in the sustainable operation of ship and port pollution prevention market entities.To this end,it is suggested that Anhui Province next should deeply promote the pollution prevention and control of the Yangtze River Economic Belt,accelerate the transformation and upgrading of industrial structure,build a modern Yangtze River ecological environment governance system,and promote the formation of a ship and port pollution prevention and control pattern with"reasonable layout,smooth connection,efficient operation and strong supervision".
