中国西部地区民间智库发展路径研究

On the Development Path of Non-governmental Think Tanks in the Western Regions

建设民间智库对于健全我国智库体系,应对日益复杂的公共事务,促进我国政府决策的民主化、科学化具有重要的作用。我国西部欠发达地区民间智库的发展同官方智库相比,存在能力弱、影响小、公信力较差、缺少资源等问题。同时,在外部环境上又受身份问题、注册问题、决策体系,以及政治和教育水平的影响,民间智库的发展相对并不完善。为此,通过较为系统的研究,厘清民间智库在发展进程中的内部影响因素和外部制约条件,进而提出相应的科学对策,推动民间智库的高质量发展具有特殊的意义。

Building non-governmental think tanks will play an important role in improving China's think tank system,dealing with the increasingly complex public affairs,and promoting the democratization and scientific process of Chinese government decision-making.However,compared with official think tanks,the development of non-governmental think tanks in less developed regions in western China suffers from weak capacity,small influence,poor credibility and lack of resources.At the same time,its external environment is also affected by the problems related to identity,registration,decision-making system,political culture and educational level,so the development of non-governmental think tanks is relatively not favorable.Therefore,it is necessary to clarify the internal influencing factors and external constraints in the development of non-governmental think tanks through a relatively more systematic research,so as to put forward corresponding scientific non-governmental think tanks to achieve the high-quality development of non-governmental think tanks.
