“数字西藏”建设背景下西藏农家书屋数字化转型路径探析

An Exploration of the Digital Transformation Path of Rural Libraries in Tibet in the Context of Constructing of"Digital Tibet"

以习近平同志为核心的党中央高度重视数字经济发展,明确提出数字中国战略。“数字西藏”是中国数字化建设的重要组成部分,推动农家书屋的数字化转型同时在多方面与“数字西藏”战略高度一致,可以很大程度上促进西藏数字经济的发展。西藏农家书屋2012年完成了建屋任务,后续管理成为农家书屋发挥其预期作用的关键。目前,西藏已经有部分地区建设了卫星数字农家书屋、智慧书屋,初步实现了数字化。但大部分地区的农家书屋仍以纸质资源为主,由于绝大多数农牧民限于文化程度和农闲时间有限,致使其功能发挥不到位。基于当前5G网络的建设和数字卫星的全覆盖,农牧民家庭手机使用已相当普遍,也有部分农牧民家庭实现了宽带入户,电脑的使用也越来越普及。因此,农家书屋的数字化建设也提上了日程。

The CPC Central Committee with Comrade Xi Jinping as its core has attaches great importance to the development of digital economy and clearly puts forward the"digital China"'strategy.The"digital Tibet"strategy is an important part of China's digitalization construction.Promoting the digital transformation of rural libraries is highly consistent with the"Digital Tibet"strategy in many ways,which can largely contribute to the development of Tibet's digital economy.With the completion of the construction of Tibet's rural libraries in 2012,the follow-up management has become the key to play their intended role.Up till now,in some areas of Tibet there are already some rural satellite digital libraries and smart libraries,which have initially realized digitalization.However,the rural libraries in most areas are still mainly paper books.Because the vast majority of farmers and herdsmen are limited in their literacy and leisure time,the libraries are not fully functioning.Based on the current construction of the 5G network and the full coverage of digital satellites,the use of mobile phones in farmers and herdsmen families has been quite common,and some of them have achieved broadband access to their houses,and the use of computers is becoming more and more popular.Therefore,the digital construction of rural libraries has also been put on the agenda.
