基于林格曼黑度的尾气遥感监测不合格判定

摘要 为促进遥感监测数据在环境监管中的应用,助力提升移动源环境管理水平,对基于林格曼黑度监测项目的遥感监测不合格的判定条件进行辨析和讨论。通过法规标准分析、逻辑论证等方法,明晰国家标准和行业标准之间的适用关系,梳理柴油车污染物检验结果判定规则的逻辑关系,探讨对环境监测“完整性”的理解。明确林格曼黑度超标一次是机动车尾气遥感监测不合格判定的充分条件之一,是标准的明确规定,是不合格判定规则整体逻辑的体现。 In order to promote the application of remote sensing monitoring data in environmental supervision and help improve the level of mobile source environmental management,the identification conditions of unqualified remote sensing monitoring based on Ringelmann blackness monitoring project were analyzed and discussed.Through the analysis of regulations and standards,logical demonstration and other methods,clarify the applicable relationship between national standards and industry standards,sort out the logical relationship of the determination rules of diesel vehicle pollutant inspection results,and explore the understanding of the"integrity"of environmental monitoring.It is one of the sufficient conditions for the unqualified judgment of motor vehicle exhaust remote sensing monitoring to make the Ringelmann blackness exceed the standard,and it is the embodiment of the whole logic of the result judgment rule.
