社区治理理论指导下乡镇(街道)社工站的建设路径

Construction Path of Township (Street) Social Work Station Under the Guidance of Community Governance Theory

乡镇(街道)社工站是“五社联动”工作机制的载体,是有效整合政府资源、社会力量和广大民众资源的枢纽,可以为打通“基层服务最后一米”贡献力量。以S省J市Q街道社工站项目为例,在梳理社工站在社区治理中的定位与作用的基础上,分析其优势,发现其存在针对弱势群体的专业服务缺乏有效性、对基层社区组织存在依赖性、与社区居民关系有待加强等治理困境,在社区治理理论指导下社工站应做好兜底保障服务,夯实社区治理基础。通过政府赋能,形成良性的政社关系。构建社工站与社区居民双向激励模式,推动实现协同治理,以助力国家治理体系和治理能力现代化根本目标的实现。

Township(street)social work station is the carrier of the“five social linkage”working mechanism.It is the hub of effective integration of government resources,social force resources and resources of the general public,and contributes to opening up the“last meter of grassroots service”.Through taking the project of social work station in Q Street,J City,S Province as an example,based on the analysis of the positioning and role of social work station in community governance,the study analyzes the advantages,and the disadvantages:lack of the effectiveness of professional services for vulnerable groups,dependence on grass-roots community organizations,and the necessity of strengthening the relationship with community residents.Under the theoretical guidance of community governance,social work station should do well in insurance service,and lay solid foundation for community governance.It is suggested to form good relationship between the government and society through government energization,construct dual motivation model of social work station and community residents,and promote cooperative governance,so as to realize the basic target of national governance system and ability modernization.
