基层社会治理共同体建设的理论逻辑与实践路径——基于苏州市胜浦街道的考察

Theoretical Logic and Practical Path for the Construction of Grassroots Social Governance Community:Reflections on the Investigation of Shengpu Street in Suzhou

建设基层社会治理共同体,是完善国家治理体系和治理能力现代化的重要举措。基于马克思主义执政党理论、人民主体理论和协同治理理论,考察苏州市胜浦街道基层社会治理共同体的建设实践,我们发现,“人人有责、人人尽责、人人享有”理路下的多元参与、联动协同、权益共享等实践路径,可以为基层社会治理共同体建设提供借鉴和参考。

Building social governance community at the grassroots level is considered an important measure to improve the modernization of both the national governance system itself and its governance capacity.Bearing in mind Marxist theories covering the ruling party,people sovereignty and collaborative governance,we conducted a survey of the practical construction of grassroots social governance societies in Shengpu Town,Suzhou City.It is found that,toward the ideal of“shared responsibility,commitment and ownership”,such practices suggest a practical path of realization,featuring“multiple subjective participation,synchronized coordination,and sharing of rights”.It is believed that they inform constructively on the construction of grassroots social governance organizations in general.
