欧盟支持深科技创新的举措及对上海的启示

European Union Support for Deep Tech Innovation and Its Inspiration to Shanghai

近年来,“深科技创新”(Deep Tech Innovation)逐渐成为全球新一轮科技创新的战略重点和主攻方向,各国政府和企业纷纷发力深科技创新。2022年7月,欧盟出台了新版《欧洲创新议程》,提出了五大旗舰行动共20项举措,大力支持和推动深科技创新,以促进深科技产业发展,增强科技领先地位。文章梳理了新版《欧洲创新议程》支持深科技创新的主要举措,总结了上海深科技产业概况,分析了上海在深科技创新方面的发展瓶颈,从推进关键核心技术攻关、完善制度供给体系、拓宽企业融资渠道、加快培育高端紧缺人才等方面提出推动上海深科技产业高质量发展的若干思考,以期打造卓越创新生态环境,激发深科技创新活力,为壮大未来产业奠定扎实基础。

In recent years,“Deep Tech Innovation”has gradually become the strategic focus and main direction of a new round of global scientific and technological innovation.Governments and enterprises have made efforts to support Deep Tech Innovation.In July 2022,the European Union launched the new European Innovation Agenda,proposing five flagships with a total of 20 measures to vigorously support and promote Deep Tech Innovation,so as to promote the development of deep tech industries and enhance its leading position in science and technology.The article sorts out the main practices of the new European Innovation Agenda to support Deep Tech Innovation,summarizes the overview of Shanghai’s Deep Tech industries,analyzes the development bottleneck of Shanghai in Deep Tech Innovation,and puts forward a number of thoughts to promote the high-quality development of Shanghai’s deep tech industries from the aspects of promoting key core technology research,improving institutional mechanisms,broadening enterprise financing channels,and accelerating the cultivation of high-end shortage talents,in order to create an excellent innovation ecological environment,stimulate the vitality of Deep Tech Innovation,and lay a solid foundation for expanding future industries.
