面向关键核心技术攻关的知识产权大数据中心构建研究

摘要 实现科技自立自强的当务之急是攻克关键核心技术难题,知识产权大数据中心是助力核心技术攻关的新利器。在数据挖掘技术条件、知识产权数据资源和政策支持都已齐备的基础上,构建面向关键核心技术攻关任务的知识产权大数据中心恰逢其时。针对当前知识产权信息服务平台普遍存在归集数据单一、类别不全、平台功能有待拓展,未能满足关键核心技术攻关需求且存在安全隐患等问题,应明确国家知识产权大数据中心功能定位、归集数据范围以及多方建设主体职责。国家知识产权大数据中心良性运行有赖于知识产权基础数据开放、多方协同的投入和数据安全合规审查三大机制的构建。 The most urgent task to achieve self-reliance and self-improvement in science and technology is to overcome key core technical problems.The intellectual property big data center is a new edge tool to help solve core technical problems.On the basis that the technical conditions of data mining technical conditions,intellectual property data resources and policy support,it is high time to build an intellectual property big data center that is oriented to the key core technology research tasks.In view of the common problems of the current intellectual property information service platform,such as single data collection,incomplete categories,platform functions to be expanded,failure to meet the key core technology research needs,and the existence of security risks,it is necessary to clarify the functional positioning of the national intellectual property big data center,the scope of data collection,and the responsibilities of multi-party construction subjects.The sound operation of the national intellectual property big data center depends on the establishment of three major mechanisms,namely,the opening of the basic data of intellectual property,the input of multi-party coordination and the review of data security compliance.
