摘要
为了提高城市公共交通的规划和管理水平,需要科学评估城市公共交通的发展现状。通过实地调研和问卷调查,收集安徽省“十三五”期间开展创建“优先发展公共交通示范城市”活动申报材料以及相关验收材料,包含省辖市数据和县级市的公共交通相关数据。在对国内其他城市常规公共交通相关规范、评价体系等进行调研、梳理的基础上,针对城市公共交通发展水平的评价难以做到客观、全面、准确的问题,构建新的城市公共交通系统评价指标体系,包括保障指标、服务指标、智能化指标和安全指标4个方面,共14项指标,并基于灰色近优综合评价法实现对城市公共交通的评价,对创建活动前后的分值进行比较。根据综合评价结果分析,得出创建后的省辖市、县级城市在创建指标完成情况方面优于创建前,省辖市经创建期后创建指标完成情况总体提升35.14%;县级城市经创建期后创建指标完成情况总体提升44.93%。
In order to improve the planning and management of urban public transport,it is necessary to scientifically assess the current situation of urban public transport development.In this study,we collected,through field research and questionnaires,the declaration materials and relevant acceptance materials of the“Model Cities for Priority Development of Public Transport”campaign in Anhui Province during the 13th Five-Year Plan period,including data on public transport in provincial cities and county-level cities.On the basis of the research and sorting out of norms and evaluation systems related to conventional public transport in other cities in China,a new evaluation index system for urban public transport systems has been constructed to address the problem that it is difficult to achieve objectivity,comprehensiveness and accuracy in the evaluation of the development level of urban public transport,including four aspects of protection indicators,service indicators,intelligent indicators and safety indicators,with a total of 14 indicators.The evaluation of urban public transport is based on the grey near-optimal comprehensive evaluation method,and the scores before and after the creation activities are compared.According to the analysis of the comprehensive evaluation results,it is concluded that the completion of the creation indicators in the provincial cities and county-level cities after the creation is better than that before the creation,and the completion of the creation indicators in the provincial cities after the creation period has increased by 35.14%in general;the completion of the creation indicators in the county-level cities after the creation period has increased by 44.93%in general.
