国家级开发区产城融合对策研究——以吉安高新区凤凰片区为例

Study on Countermeasures for Industry-City Integration in National Development Zone:A Case of Fenghuang District of Ji’an High-Tech Development Zone

新型城镇化概念提出以来,为了避免开发区与城市脱节,“以产带城、以城促产”的产城融合发展道路成为开发区转型升级的必然选择。文章以吉安高新技术产业开发区凤凰片区为例,分析其产城发展现状和存在的问题,对凤凰片区实施“产城融合”提出五大发展策略:规划引领产城融合,优化总体布局,打造立体化配置模式,促进公共服务业发展,提高企业创新能力。以此为开发区面临的转型升级需求提供参考。

Since the concept of new urbanization was put forward,in order to avoid the disconnection between development zones and cities,the industry-city integrated development path of“leading the city with industry and promoting production with city”has become an inevitable choice for the transformation and upgrading of development zones.Taking Fenghuang District of Ji’an High-tech Industrial Development Zone as an example,this paper analyzes the current situation and the existing problems in the industry-city development,and puts forward five development strategies for the implementation of the“industry-city integration”strategy in this area:planning leading the industry-city integration,optimizing the overall layout,creating three-dimensional configuration mode,promoting the development of public services,and improving the innovation capacity of enterprises.This provides a reference for the transformation and upgrading needs of development zones.
