基于PMC指数模型的我国公共数据开放政策评价研究

Research on Evaluation of China’s Public Data Opening Policy Based on PMC Index Model

[目的/意义]公共数据开放政策在透明政府、公共服务、社会治理和经济发展等方面都具有重要作用,对现阶段我国的公共数据开放政策的效果进行评价,将会促进今后相关政策制定和改进优化。[方法/过程]以2015年以来制定的我国公共数据开放政策为研究对象,分析政策内容,并参考PMC模型相关研究的评价指标,构建公共数据开放政策的量化评价指标体系,选择5项省级典型政策文本进行量化评价的实证研究。[结果/结论]研究表明,5项省级典型的政策文本中P2(浙江省公共数据条例)、P5(广东省公共数据管理办法)属于良好水平,P1(山东省公共数据开放办法)、P3(四川省公共数据开放技术规范)、P4(广西政务数据共享和公共数据开放工作计划的通知)为及格水平。虽然各省的公共数据开放政策整体评价效果较好,但在“政策性质”“政策内容”“政策评价”和“政策目标”等方面的改进空间依然很大。

[Purpose/significance]Public data opening policy plays an important role in transparent government,public service,social governance and economic development.It is very necessary to evaluate the effect of China’s public data opening policy at this stage and to formulate,improve and optimize relevant policies in the future.[Method/process]Taking China's public data opening policy since 2015 as the research object,combining the policy content and referring to the evaluation index of PMC model in relevant research,the quantitative evaluation index system of public data opening policy is constructed.Then,five typical policy texts of provinces are selected for empirical research of quantitative evaluation.[Result/conclusion]The research shows that P2 and P5 belong to good level,P1,P3 and P4 belong to pass level,and the overall evaluation of public data opening policies in all provinces is good.But there is still room for improvement in policy nature,policy content,policy evaluation and policy objectives.
