扩大内需战略下全面促进消费问题研究 被引量:7

摘要 全面促进消费是扩大内需战略的关键落脚点。首先,从经济发展模式转型、满足人民对美好生活向往、应对国际发展环境变化这三个角度出发,梳理了全面促进消费的重要意义。其次,从宏观规模和结构特点两个角度分析了我国的消费现状,并进一步从消费结构特点和消费政策两方面对发达国家的发展经验进行了总结分析。在此基础上,结合国家层面提出的发展战略要求,深入分析了我国在全面促进消费领域面临的堵点和难点,主要包括消费能力和信心不足,消费场景不完善,住房压力制约消费潜力释放,消费结构不合理,中高端消费市场建设不足,消费保障机制不健全等方面。最后,针对这些问题提出了提升居民消费能力,促进线上线下消费融合发展,构建多层次住房保障体系,加快促进消费结构转型升级,鼓励国内企业加强品牌建设,促进消费绿色低碳发展和完善消费保障体制机制等一系列政策建议。 Promoting consumption is the key point in the strategy of“Expanding Domestic Demand”.This paper first analyses the significance of comprehensively promoting consumption from three perspectives:transforming the economic development mode,meeting people’s aspirations for a better life,and responding to changes in the international development environment,then analyzes the current consumption situation of China from the perspective of macro scale and structural characteristics,and further summarizes the development of developed countries’consumption structures and consumption policies.On these bases,combined with the national development strategy requirements,this paper analyzes the impediments and difficulties faced by China in promoting overall consumption,mainly including insufficient consumption capacity and confidence,imperfect consumption scenarios,housing pressure which restricts the release of consumption potential,backward consumption structure,inadequate construction of medium and high-end consumer markets,and imperfect consumption security mechanism.Finally,this paper puts forward some policy recommendations to address these problems,such as,enhancing residents’consumption capacity,promoting the integrated development of online and offline consumption,building a multi-level housing security system,accelerating the transformation and upgrading of consumption structure,encouraging domestic enterprises to strengthen brand building,promoting green and low-carbon consumption development,and improving the consumption security system mechanism.
