乡村振兴背景下金融社会工作介入农村小微企业融资困境的研究——以江西省D乡为例

Research on Financial Social Work Involved in Rural Small and Micro Enterprises under the Background of Rural Revitalization-A Case Study of D Village in Jiangxi Province

党的十九大以来,我国打赢了脱贫攻坚战,逐步进入新时代乡村振兴阶段,这也为农村小微企业发展迎来了新起点。在共同富裕目标下,政府对农村小微企业发展给予了大力扶持,但由于农村小微企业以个体、家庭式经营为主,较为突出的特点是规模小、资金不足、抵御风险的能力低,加之经营理念、经营方法缺乏可持续性,创新能力低,缺乏核心竞争力,进而在融资中面临高门槛、高成本的困境。随着国家层面鼓励金融业支持乡村产业振兴,金融社会工作的进一步发展成为推进乡村振兴不可忽视的重要力量。由此,通过对江西省D乡农村小微企业进行调研,针对农村小微企业融资难的困境进行分析,阐述金融社会工作介入的必要性与可行性,并从发挥资源整合桥梁纽带作用、促进融资需求与资源对接、筑牢融资基础以及培养金融人才等方面提出了金融社会工作助力农村小微企业发展的介入路径,以更好地实现脱贫攻坚与乡村振兴的有效衔接。

Since the 19th National Congress of the CPC,our country has won the poverty alleviation war and gradually entered the stage of ru⁃ral revitalization in the New Era,ushering in a new starting point for the development of small and micro enterprises in rural areas.Under the goal of common prosperity,the government has given great support to the development of small and micro enterprises in rural areas.However,due to the fact that rural small and micro enterprises mainly operate on an individual and family basis,their prominent characteristics are small scale,insufficient funds,and low ability to resist risks,in addition,the lack of sustainability in business philosophy and methods,low innova⁃tion ability,and lack of core competitiveness have led to the dilemma of high threshold and high cost in financing.With the encouragement of the financial industry at the national level to support the revitalization of rural industries,the further development of financial and social work has become an important force that cannot be ignored in promoting rural revitalization.Based on the investigation of small and micro⁃enterprises in rural areas of D Village in Jiangxi Province,this paper analyzes the difficulties of small and micro⁃enterprises in rural areas in terms of loans,and expounds the necessity and feasibility of financial social work intervention,and proposed intervention paths for financial and social work to assist the development of rural small and micro enterprises from the perspectives of leveraging the role of resource integration as a bridge and link,promoting financing needs and resource integration,building a solid foundation for financing,and cultivating financial talents,so as to achieve a better link between poverty alleviation and rural revitalization.
