中国式现代化视角下的基层治理现代化

On the Modernization of Grassroots Governance from the Perspective of Chinese-style Modernization

基层治理直接面向人民群众,是维护社会有序发展的基石。从中国式现代化的视角看基层治理现代化,能够明晰基层治理的“四维内涵”:基层党组织领导是治理基础、坚持以人民为中心是治理理念、共建共治共享是治理格局、实现“人”的现代化是治理目标。实现基层治理现代化需要处理好“四个关系”:党的领导与多方参与的关系、基层治理体系与基层社会转型的关系、基层治理合法性与有效性的关系、中国特色治理经验与国外治理经验的关系。推进基层治理现代化需要提高基层治理社会化、法治化、智能化与专业化水平。在基层治理实践中,要继续坚持党的全面领导、坚持城乡融合发展、坚持物质文明和精神文明相协调、坚持人与自然和谐共生,从而形成基层治理现代化的中国话语体系。

Grassroots governance is directly oriented towards the people and is the cornerstone of maintaining the orderly development of society.The investigation of the modernization of grassroots governance from the perspective of the Chinese path to modernization can help clarify the"four dimensions"of grassroots governance:the governance foundation of the leadership of grassroots Party organizations,the peoplecentered governance concept,the governance pattern of co-construction,co-governance and sharing,and the governance goal of realizing the modernization of"people".To realize the modernization of grassroots governance,we need to deal with"four relationships":the relationship between the leadership of the Party and multi-party participation,the relationship between the grassroots governance system and the transformation of grassroots society,the relationship between the legitimacy and effectiveness of grassroots governance,and the relationship between governance practices with Chinese characteristics and those in foreign countries.To promote the modernization of grassroots governance,we need to improve the levels of socialization,rule of law,intelligence and specialization of grassroots social governance.In the practice of grassroots governance,we should continue to adhere to the Party's overall leadership,the integrated development of urban and rural areas,the coordination of material and spiritual civilization,and the harmonious coexistence of human and nature,so as to form a modern Chinese discourse system of grassroots governance.
