摘要
并网型微电网项目的投资效益评估是项目前期开展的重要工作,并网型微电网项目兼具垄断性业务和竞争性业务特点,同一个项目也可能存在电源、配电部分等多个投资主体,导致其投资效益评估方法较为复杂。根据其业务特征研究了不同的投资及成本回收模型,并提出了并网型微电网业务投资效益评估方法。利用经典的项目经济性评价模型,结合并网型微电网业务监管政策的特殊性确定了模型边界条件,结合微电网的典型应用场景和技术特征,最终建立了一套适用于并网型微电网业务的投资效益评估方法。
The investment benefit evaluation of grid-connected microgrid projects is an important work carried out in the early stage of the project,grid-connected microgrid projects have the characteristics of monopoly business and competitive business,and the same project may also have multiple investment entities such as power supply and power distribution,so that the investment benefit evaluation method is more complicated.In this study,different investment and cost recovery models are studied according to their business characteristics,and an investment benefit evaluation method for grid-connected microgrid business is proposed.Using the classic project economic evaluation model,combined with the particularity of the regulatory policy of grid-connected microgrid business,the model boundary conditions are determined,and the typical application scenarios and technical characteristics of microgrid are combined to finally establish a set of investment benefit evaluation methods suitable for grid-connected microgrid business.
