我国地方政府数据开放平台的档案数据开放研究

Research on the Archival Data Opening of ChineseGovernment Data Open Platform

文章以我国8个省级政府数据开放平台为主要研究对象,采用网络调研和文献调研法,分析政府数据开放平台中档案数据开放的现状。从数据内在质量、数据表达质量、数据访问质量、数据利用质量四个维度进行现状调查,提出我国档案数据开放存在档案数据开放的法律法规亟待完善、档案数据开放的认知不够深入、档案数据开放的质量有待提高三个问题。最后从政策法规、定位认知和协同合作三个方面提出治理的策略。

This paper takes 8 provincial-level government data open platforms in China as the main research object,and analyzes the status quo of archival data opening in government data open platforms by using network survey and literature survey.From four dimensions of internal quality of data,quality of data expression,quality of data access and quality of data utilization,it is proposed that there are some laws and regulations for the open of archival data to be improved,and the open of archival data is not deeply enough recognized,and the open quality of archival data needs to be improved.Finally,the governance strategies are put forward from three aspects:policies and regulations,positioning cognition and cooperation.
