新媒体时代电子政务环境下政府辟谣应急管理机制研究

Research on Emergency Management Mechanism of Government Refuting Lies under the Environment of E-government in the New Media Era

流言(rumor)是强调人际传播的中性概念,谣言(lie)则是强调主观恶意的否定概念,它们的区别在于传播方式和传播动机的不同,政府在辟谣过程中需要明确地加以区分。通过谣言(流言)发生与传播强度的公式可以看出,降低其流通强度主要应从降低社会成员的不安感和减少环境的不确定性着手。新媒体时代政府辟谣在执法力量、信息发布方式等方面还存在一些问题导致辟谣“失灵”,政府可以通过依赖公众媒介素养的提升、政府公信力的增强和电子政务效能的优化建立长效机制,通过坚持“3T”原则、建立完善的信息管理人才和制度体系、平衡法律刚性与执法理性等具体实践机制,实现基于谣言的传播机理视角建设电子政务环境下辟谣应急管理机制新路径的目的。

Rumor is a neutral concept that emphasizes interpersonal communication,while lie is a negative concept that emphasizes subjective malevolence.The difference between rumor and lie lies in the way of communication and the motive of communication.So the government needs to make a clear distinction in refuting lies.According to the formula of lie occurrence and spreading intensity,we can see that the main way to reduce the intensity of lie circulation is to reduce the insecurity of social members and the uncertainty of environment.In the new media era,there are still some problems in law enforcement and the way information is released that lead to the "failure" of the government' s refuting lies.The government can establish a long-term mechanism by relying on the improvement of the public media literacy,the enhancement of the government' s credibility and the optimization of the efficiency of e-government.To achieve the goal of constructing a new way of the emergency management mechanism of refuting lies based on the spread mechanism of lies under the e-government environment,the government can adhere to the "3T" principle,establish a sound system of information management talents and systems,and balance legal rigidity with law enforcement rationality,etc.
