乡村振兴视域下乡村教育高质量发展的政策表达及推进路径

Policy Expression and Promotion Path of High Quality Development of Rural Education from the Perspective of Rural Revitalization

服务好乡村振兴是乡村教育高质量发展的时代使命,如何激发乡村教育内生动力回应高质量发展诉求,需要在乡村振兴战略中回望乡村教育发展逻辑。以党的十九大以来中央、地方颁布的有关乡村振兴的文件为研究对象,采用内容分析法,利用Nvivo软件,建构供给型、环境型、需求型政策工具与6个政策内容要素相结合的二维分析框架,考察我国乡村振兴战略中乡村教育高质量发展的政策表达。结合研究团队在G省乡村田野调查的数据,提出重塑供给型政策工具“推力”、增强需求型政策工具“拉力”、优化环境型政策工具“环境影响力”、关注政策工具间协同合作,以加强与主题内容适切性的推进路径。

Serving rural revitalization is the mission of the times for the high-quality development of rural education.How to stimulate the endogenous power of rural education to respond to the demands of high-quality development needs to review the development logic of rural education in the strategy of rural revitalization.Taking the documents on rural revitalization issued by the central and local governments since the 19th National Congress of the Communist Party of China as the research object,a two-dimensional analysis framework combining the supply,environment and demand policy tools and six elements of policy content is constructed by using the content analysis method and Nvivo software to investigate the policy expression of high quality development of rural education in China's rural revitalization strategy.Based on the research team's field survey data in rural areas of Guizhou province,this paper proposes the promotion path of reconstructing the"push"of supply-oriented policy tools,enhancing the"pull"of demand-oriented policy tools,optimizing the"environmental influence"of environment-oriented policy tools,and focusing on the cooperation among policy tools,so as to strengthen the relevance to the subject content.
