本文重点讨论了“以国内大循环为主体”的“双循环”新发展格局中,国内大循环的内生动力与可靠性。在勾画“双循环”新发展格局的战略意义及其主要新意后,解说了经济循环内生动力。进而以“巨国模型”认识框架,分析阐明了中国经济社会的“成长性”与潜力空间,这是内循环内生动力重要的客观来源,以及扩大内需的关键问题与关键对象。再进一步分析指出,贯彻党的基本路线和改革开放大政方针持续解放生产力,于创新发展中以有效投资为龙头提振消费,是内循环内生动力的主观条件。由此引出国内大循环可靠性分析结论后,形成了新发展格局下依托成长性、把握主动权、推进高质量发展而实现新的“两步走”现代化战略目标的思路表述,并提出与之密切相关的建设统一大市场的五项要领和三个方面创新重点的建议。

This paper focuses on the endogenous power and reliability of the domestic economic cycle in a“dual circulation”development pattern in which domestic economic cycle plays a leading role.After outlining the strategic significance of a“dual circulation”development pattern and its new purpose,the paper explains the endogenous power of economic cycle,and then expounds the growth capacity and potential room for Chinese economy and society under the cognitive framework of Giant Country Model,which is the important objective source for the endogenous power of the domestic cycle as well as the key problems and issues for the expansion of domestic demand.Furthermore,it points out that the Party's basic line and the policy of reform and opening up will continuously liberate the productive forces,and along with the innovative development,the effective investment is the leading role for driving the consumption,which is the subjective conditions for the endogeous power of the domestic cycle.Thus,it concludes the reliable conclusion for the domestic economic cycle,and puts forward the ideas for the thinking line of realizing a twostep strategic plan in the process of creating a new development pattern,which is to rely on the growth capacity,to take the initiative power and to promote the highquality development.Closely with this,the paper also proposes five essentials and three innovative suggestions for building a unified national market.
