Research on the Construction of Henan Scientific and Technological Achievements Transformation Community

【目的】构建具有河南特色的科技成果转化共同体,为河南省创新生态建立和科技成果转化效率提升提出有针对性的对策建议。【方法】通过调查河南省科技成果转化现状,分析河南省科技成果转化过程中的问题。【结果】分析出河南省整体科技成果产出呈现上升趋势,在全国处于中游,科技发展实力相对落后。应构建“产学研”为创新主体、“政金服用”为外层动力的七位一体协同创新模式。【结论】河南省政府部门应利用创新政策营造良好创新环境,多措并举拓宽资金渠道,打造产学研三螺旋协同创新体系。

[Purposes]This study aims to build a scientific and technological achievements transformation community with the characteristics of Henan Province,and put forward targeted countermeasures and suggestions for the establishment of innovation ecology and the improvement of the transformation efficiency of technological achievements in Henan Province.[Methods]By investigating the current situation of the transformation of scientific and technological achievements in Henan Province,we analyze the problems in the process of scientific and technological achievements transformation in Henan Province.[Findings]It is analyzed that the overall output of scientific and technological achievements in Henan Province shows an upward trend,ranking in the middle of the country,with relatively backward scientific and technological development strength.We should build a seven-in-one collaborative innovation model with"Enterprises,Universities and Scientific Research Institutions"as the main body of innovation and"Government,Financial Institutions,Service Intermediaries and Users"as the outer power.[Conclusions]The government departments of Henan Province should innovate policies to create a good innovation environment,take multiple measures to broaden the funding channels,and create a three spiral collaborative innovation system of industry,university and research.
