Temporal Deconstruction and Adaptive Evolution of Collaborative Mode of Emergency Information Release

[研究目的]厘清应急信息发布中的组织协同关系,揭示应急信息发布协同模式的时序动态性特征与演进逻辑,为提升应急信息发布水平与应急管理效能提供理论支撑。[研究方法]首先,以新冠肺炎疫情防控期间的应急信息发布实践为例,从时序解构视角分析了应急信息发布协同整体网络与阶段网络的结构特征。其次,引入二次指派程序分析并讨论了不同阶段对应急信息发布协同整体网络形成的影响。再次,从网络结构的紧密性、连通性、集聚性与均衡性总结了应急信息发布协同网络结构的演进路径及特征。最后,基于复杂适应系统理论阐释了不同阶段应急信息发布协同网络的演进逻辑。[研究结论]应急信息发布需求驱动形成的应急组织异质性和网络资源多元性是推动应急信息发布协同形成的主要因素。应急网络规模、应急组织协同关系类型与应急组织协同关系频次的动态适应性是推动应急信息发布协同网络演进的主要原因。

[Research purpose]In order to provide theoretical support for improving the level of emergency information release and the efficiency of emergency management,the collaborative relationships between organizations in emergency information release are clarified and the temporal dynamic characteristics as well as evolution logic of the collaborative mode of emergency information release are revealed.[Research method]Firstly,taking the practice of emergency information release during the COVID-19 epidemic prevention and control as an example,the structural characteristics of the overall collaborative network and phase collaborative network of emergency information release are analyzed from the perspective of temporal deconstruction.Secondly,the quadratic assignment procedure is introduced to analyze and discuss the influence of different stages on the formation of the overall emergency information release collaborative network.Thirdly,the evolution path and characteristics of collaborative network structure of emergency information release are summarized from the aspects of closeness,connectivity,agglomeration and equilibrium.Finally,based on complex adaptive system theory,the evolution logic of emergency information release collaborative network in different stages is explained.[Research conclusion]The heterogeneity of emergency organizations and the diversity of network resources driven by the demand of emergency information release are the main factors to promote the formation of emergency information release collaboration.The dynamic adaptability of emergency network scale,collaborative relationship type and collaborative relationship frequency is the main reason to promote the evolution of emergency information release collaborative network.
