国内生态监管经验对国家湿地公园监管体系的启发

Inspiration of domestic ecological supervision experience on national wetland park supervision system

建立国家湿地公园监管体系的目的,是强调在完成国家湿地公园验收后,对公园下一步的发展方向、建设内容和管理措施进行有效的监管,突出湿地公园管理的延续性和规范性。目前,我国在生态环境保护和自然保护区建设管理的事中事后监管还处于摸索阶段,但已经通过具体实践探索形成了一部分经验。通过分析中央环保督察、区域环保督察、“绿盾”专项行动等国内生态保护的监督管理制度和国家公园、自然保护区、风景名胜区、地质公园、森林公园等现行监管手段,并与我国湿地公园监管方法进行对比,从强化规划引领,创新监管技术,健全制度体系,加强监督执法,完善配套规范,加强成效评估等方面对国家湿地公园监管体系提出借鉴建议。

The purpose of establishing the national wetland park supervision system is to emphasize the effective supervision of the park's next development direction,construction content and management measures after the completion of the acceptance of the national wetland park,and highlight the continuity and standardization of the management of the wetland park.At present,China's post-event supervision in ecological environmental protection and nature reserve construction and management is still in the exploration stage,but has formed part of the experience through specific practice exploration.This paper analyzes the supervision and management system of domestic ecological protection such as central environmental protection inspectors,regional environmental protection inspectors,"green shield"special actions and the current regulatory means such as national parks,nature reserves,scenic spots,geoparks,forest parks,etc.,and compares with the supervision methods of wetland parks in China.From strengthening planning guidance,innovating supervision technology,improving the institutional system,strengthening supervision and law enforcement,improving supporting norms,and strengthening effectiveness evaluation,this paper puts forward reference suggestion for the supervision system of national wetland parks.
