昌都市芒康县森林防火规划与思考

Planning on forest fire prevention in Mangkang county

分析了昌都市芒康县的森林草原资源现状及其防火建设现状,提出了芒康县森林防火存在的主要问题,结合上位规划和我国生态文明建设要求,提出了构建芒康县森林防火建设“八大系统工程”,即提升防火监测预警能力,防火通信和通信指挥,防火通道建设,火源管理,防火宣传教育,防火扑救,防火物资储备及装备,综合保障,为全面加强芒康县重点区域森林防火灭火装备和基础设施能力建设提供科学依据,同时提出了关于森林草原防火规划的几点思考,为相似区域森林防火规划及建设提供参考和讨论。

This paper analyzes the current situation of forest and grassland resources and fire prevention construction,and puts forward the main problems existing in forest fire prevention in Mangkang county Combined with the master planning and the requirements of China's ecological civilization construction,we puts forward the construction of"eight system projects"for forest fire prevention in Mangkang county,namely,improving fire prevention monitoring and forecasting ability,fire prevention communication and communication command,fire prevention channel construction,fire source management,fire prevention publicity and education,fire fighting and rescue,fire prevention material storage and equipment,comprehensive support,which provide scientific basis for comprehensively strengthening the capacity-building of forest fire prevention equipment and infrastructure in key areas of Mangkang county.At the same time,some thoughts on forest grassland fire prevention planning are put forward,providing reference and discussion for forest fre prevention planning and construction in areas with similar conditions.
