Analysis on the framework system of"One Park,One Law"in Chinese national parks

从国家公园发展的客观需要、保护生态系统和目标独特性的重要举措、管理可行性、相关法规的客观要求、借鉴成功经验等方面分析我国国家公园“一园一法”模式的必要性和重要性,并通过研究十个国家公园体制试点区的政策法规制定经验和问题等分析国内国家公园相关立法基本情况,以及美国、加拿大、德国等国外国家公园“一园一法”的成功经验,探索分析我国国家公园“一园一法”的模式思路和基本框架体系。

This article analyzes the necessity and importance of the"One Park,One Law"model of national parks in my country from the perspectives of the objective needs of national park development,important measures to protect the ecological system and uniqueness of the target,management feasibility,objective requirements of relevant laws and regulations.It is important to analyze the basic situation of domestic national park-related legislation by studying the experience and problems of policy formulation in ten national park system pilot areas,as well as the success of the"One Park,One Law"in foreign national parks such as the United States,Canada,and Germany.It explores and analyzes the model thinking and basic framework system of"One Park,One Law"in my country's national parks.
