SBM-DEA模型对污水处理厂环境绩效评价的有效性分析

摘要 基于SBM-DEA模型对某市19座污水处理厂环境绩效的测评结果,分别结合Kruskal-Wallis检验和实际调研数据对环境绩效的影响因素进行深入分析,探讨SBM-DEA模型对污水处理厂环境绩效评价的有效性。结果表明:考虑非期望产出的非径向、非角度SBM-DEA模型是实现污水处理厂环境绩效客观定量评价的有效手段;环境绩效非有效(<1)分析指出管理和技术因素是提升环境绩效的入手点;Kruskal-Wallis检验分析梳理的污水处理厂环境绩效影响因素(负荷率、处理工艺、再生水利用和污泥处置方式)均在实际调研数据的分析诠释中得到证实。因此,基于SBM-DEA模型的环境绩效评价是评估污水处理厂环境治理成效及辨析运维管理中潜在问题的有效手段,可为进一步提质增效提供理论依据和参考。 Taking economic and environmental factors into account, a SBM-DEA model integrating both multi-input and multi-output was employed in this paper to evaluate the environmental performance of 19 sewage treatment plants in a specific city from 2015 to 2019. And the influencing factors of environmental performance were also discussed comprehensively with the Kruskal-Wallis test and actual survey data. Based on the above study, the effectiveness analysis of the SBM-DEA model for the environmental performance evaluation of sewage treatment plants was explored from the point of view of combining theoretical analysis with survey practice. It indicates that the indicator system of the non-radial and non-angular SBM-DEA model considers fittingly both desired and undesired output of sewage treatment plants. And SBM-DEA model is competent for objective and quantitative evaluation of the environmental performance of sewage treatment plants. The redundancy discussion on the non-effectiveness(<1) of the environmental performance, shows that management and technical factors are starting points to improve the environmental performance of the as-mentioned sewage treatment plants via probing into the causes of excess input and insufficient output. Furthermore, the main factors influencing the environmental performance of sewage treatment plants are identified by the Kruskal-Wallis test. These influencing factors include load rate, treatment process, reclaimed water utilization, and sludge disposal methods of sewage treatment plants. In addition, the significant effect of these factors on the environmental performance of sewage plants was also analyzed and verified with actual survey data. Therefore, the environmental performance evaluation based on the SBM-DEA model is an effective way to describe the environmental governance effectiveness of sewage treatment plants. As an efficient measure to unveil the existing problems in the design, operation, and maintenance of sewage treatment plants, the environmental performance evaluation of sewage treatment plants with the SBM-DEA model can also provide a theoretical basis and reference for further improvement in quality and efficiency.
