摘要 应急物流是保障人民生命安全及社会稳定的重要环节,国家“十四五”规划也提出了“建立反应迅速、抗冲击能力强的应急物流体系”的发展战略,而分级布局应急物流配送中心是其中的关键,尤其在疫情期间为物资保供配送提供重要支撑。基于一级应急物流中心选址,研究二级配送中心选址问题,根据现阶段长三角地区的交通网络布局,建立基于公路、铁路、航空3种运输方式的物流网络,结合复杂网络理论划分二级社团;采用弗洛伊德算法计算最短路径,根据每个区县所求的最短路径之和选取每个社团中的前5个区县节点作为应急物流二级配送中心的备选区县;结合区位优势理论构建评价指标体系,运用熵权TOPSIS法确定评价指标权重并计算各备选区县的重要度,获得应急物流二级配送中心的最优布局方案。研究可为应急物流体系规划建设提供决策支持。 Emergency logistics is an important link to ensure people’s life safety and social stability and is in line with the development strategy of establishing an emergency logistics system with rapid response and strong impact resistance in the national 14th Five-Year Plan.Meanwhile,the hierarchical layout of distribution centers in emergency logistics is the key to system establishment,especially providing important support for materials supply and distribution during the epidemic.Based on the site selection of primary emergency logistics centers,the location of the secondary distribution centers was studied.According to the traffic network layout in the Yangtze River Delta region at this stage,a logistics network based on three transportation modes including highway,railway,and aviation was established,and the secondary community was divided by combining the complex network theory.Floyd algorithm was adopted to calculate the shortest path.Additionally,based on the sum of the shortest paths required by each district and county,the first five district and county nodes in each community were selected as the alternative districts and counties of the secondary distribution centers in emergency logistics.Combined with the location advantage theory,the evaluation index system was constructed,and the entropy weight TOPSIS method was employed to determine the evaluation index weights and calculate each alternative county’s importance.Finally,the optimal layout plan for secondary distribution centers in emergency logistics was obtained.This paper can provide decision support for the planning and construction of emergency logistics systems.
