基于“站-城-人-产”融合的高铁新城产业发展策略探索

Exploration of Industrial Development Strategy of High Speed Rail New Towns Based on Integration of“Station-City-Population-Industry”

在当前新型城镇化发展的背景下,随着高铁新城大规模的开发,其产业发展面临着与高速铁路站点所在城市发展不融合、与人的城镇化不融合等问题。产业已成为连接高速铁路站点、城市、人口的关键要素,“产城融合、站城一体”已成为高铁新城开发建设需突出的理念,基于“站-城-人-产”融合发展理念的产业发展范式能够解决我国高铁新城发展中存在的普遍问题。通过对国内在建及建成高铁新城产业发展现状的梳理,总结高铁新城产业发展的普遍特征和面临问题,分析高铁新城“站-城-人-产”融合的模式,提出基于产业定位方向、产业体系导向、产业功能构成、产业实施路径的高铁新城产业发展方案,为我国高铁新城产业发展提供一定的借鉴与参考。

Under the background of new urbanization,as high speed rail new towns are developed on a large scale,the industrial development of high speed rail new towns is facing problems such as non-integration with the city and the urbanization of population.The industry is a key element connecting high speed rail stations,cities,and population,and the integration of industry and city,as well as that of station and city,have become prominent concepts in the development and construction of high speed rail new towns.The industrial development paradigm based on the concept of the integrated development of“station-city-population-industry”can solve common problems in the development of high speed rail new towns in China.By sorting out the industrial development situation of high speed rail new towns under construction and completed in China,this paper summarized the general development characteristics and problems of high speed rail new towns,analyzed the mode of the integration of“station-city-population-production”of high speed rail new towns,and proposed the industrial development plan of high speed rail new towns based on industrial positioning direction,industrial system orientation,industrial function composition,and industrial implementation path.It is of theoretical guiding significance for the industrial development of high speed rail new towns in China.
