双碳背景下黑龙江省农户参与碳生态补偿对策研究

The Countermeasures for Farmers'Participation in Carbon Ecological Compensation in Heilongjiang Province under the Background of China's Carbon Neutrality and Carbon Peak Goal

碳生态补偿是全球气候变化和低碳经济发展背景下产生的生态补偿研究新领域,开展区域碳生态补偿对策探析对于低碳经济发展具有重要理论意义和实践意义。本研究基于黑龙江省311份问卷调研数据,分析了农户碳生态补偿相关认知和参与意愿的情况,发现农户对碳达峰、碳中和和生态补偿制度等了解程度不足,通过对相关知识普及后,大部分农户表示愿意参与到碳生态补偿行动当中。未来,政府要加大碳生态补偿宣传教育、鼓励农户低碳生产行为、完善碳生态补偿政策和拓展融资渠道等方面构建碳生态补偿实施对策。

Carbon ecological compensation is a new field of ecological compensation research under the background of global climate change and the development of low-carbon economy.It is of great theoretical and practical significance to carry out the analysis of regional carbon ecological compensation countermeasures for the development of low-carbon economy.This study is based on 311 questionnaire survey data in Heilongjiang Province,analyzing the awareness and willingness of farmers to participate in carbon ecological compensation.It was found that farmers have insufficient understanding of carbon peaking,carbon neutrality,and ecological compensation systems.After popularizing relevant knowledge,most farmers expressed willingness to participate in carbon ecological compensation actions.In the future,the government should make carbon ecological compensation implementation strategies by increasing publicity and education on carbon ecological compensation,encouraging farmers'low-carbon production behavior,improving carbon ecological compensation policies,and expanding financing channels.
