雄安新区社会信用体系建设与监管机制探索——基于数字化发展驱动视角

Exploration of Social Credit System Construction and Supervision Mechanism in Xiongan New Area from the Perspective of Digital-Driven Development

社会信用体系建设是市场经济体系实现高质量发展的基础性工程。在梳理雄安新区社会信用体系建设现状和发展优势的基础上,基于数字化发展驱动视角,依托政府数字化建设、行业数字信用信息平台和“大数据画像”,分别对雄安新区政府、行业和个人等三种不同主体的信用体系建设路径进行探索,并构建雄安新区社会信用评价指标体系和评价机制。为适应社会信用体系建设数字化趋势,雄安新区新型社会信用体系监管机制的构建,应建立“中央—河北—雄安”联合监管机制,推进全过程信用监管,促进区块链等技术在社会监管体系中的应用。

The construction of social credit system is a fundamental project for the market economy system to achieve high-quality development.Based on the current situation and advantages of social credit system construction in Xiongan New Area,this article,relying on government digital construction,industry digital credit information platform and“big data portrait”,explores the credit system construction paths of government,industry and individuals in Xiongan New Area from the perspective of digital-driven development,and establishes the evaluation index system and evaluation mechanism of social credit in Xiongan New Area.In order to adapt to the digitalization trend of social credit system construction,the new social credit system supervision mechanism of Xiongan New Area should be built by establishing a joint supervision mechanism of“Central Government-Hebei-Xiongan”,propelling whole-process credit supervision,and promoting the application of blockchain and other technologies in the social supervision system.
