农村信用体系建设撬动乡村振兴的内在机理与路径优化——以广西巴马县为例

On the Intrinsic Mechanism and Path Optimization of Rural Credit System Construction Promoting Rural Revitalization:A Case Study of Bama County,Guangxi

农村信用体系建设是乡村产业振兴的重要途径、乡风文明的实现载体、乡村治理有效的生动体现,在撬动乡村振兴的实践中发挥着不可忽视的作用。广西巴马县探索实行的“五位一体”农村信用体系,成效颇丰,但是在人才储备、信息采集、政策执行、产品供给、农户参与等方面仍面临诸多现实困境。因此,应引入市场要素,扶持第三方机构;完善评级方案,规范评级程序;丰富信用产品,扩大发展空间;协调多方主体,发挥内生动力,不断优化我国农村信用体系。

The construction of rural credit system is an important way to revitalize rural industry,a carrier to realize rural civilization and a vivid embodiment of effective rural governance,which plays a non-negligible role in promoting rural revitalization.The“five-sphere integrated”rural credit system explored and implemented in Bama County of Guangxi is quite effective,but it still faces many realistic difficulties in terms of talent reserve,information collection,policy implementation,product supply and farmer participation,etc.Therefore,we should introduce market elements and support third-party institutions,improve rating schemes and standardize rating procedures,enrich credit products and expand development space,coordinate multiple subjects and give play to endogenous dynamics to continuously optimize China’s rural credit system.
