网络治理视角下基层社区老年教育服务供给研究——以北京K社区为例

Research on the Supply of Education Service for the Elderly in Grassroots Community from the Perspective of Network Governance—Taking Beijing K Community as an Example

当前,我国老年教育服务蓬勃发展,但老年教育服务供给严重滞后于人口老龄化态势,社区老年教育服务供给亟须改善。基于北京K社区的实证研究发现,社区老年教育服务供给面临数量少、质量低、欠公平、效率差等困境。在网络治理视角下,治理主体参与不均衡、治理工具单一化、治理结构不合理、治理机制不完善,这四大因素相互关联、彼此影响,对社区老年教育服务供给网络产生影响,形塑社区老年教育服务供给困境。基于此,对社区老年教育服务供给提出优化策略。

At present,China s education services for the elderly are booming,but the supply of education services for the elderly seriously lags behind the trend of population aging,and the supply of community education services for the elderly needs to be improved.Based on the empirical study of Beijing K community,it is found that the supply of community education services for the elderly is facing difficulties such as small quactity,low quality,unfairness and poor efficiency.From the perspective of network governance,the imbalanced participation of governance subjects,single governance tools,unreasonable governance structure and imperfect gove-rnance mechanism are interrelated and influenced by each other,which have an impact on the supply network of community education services for the elderly and shape the dilemma of the supply of community education services for the elderly.Based on this,the optimization strategy is put forward for the supply of community elderly education services.
