摘要
产教融合政策是保障我国职业教育高质量发展的战略指南,对相关政策的评价结果可以作为调整、优化政策的参考和依据。以8项产教融合专项政策为研究对象,运用内容分析和文本数据挖掘的方法提取出政策文本中的高频词,在此基础上参考已有研究成果,通过构建PMC指数模型对产教融合政策进行量化评价,结果发现:产教融合政策总体设计较为合理,PMC指数均值为7.56;在8项政策中,6项评价等级为优秀,2项为可接受,无完美政策和不良政策。但同时也存在一些亟待改善的问题:一是政策缺少监管和建议性;二是政策时效设定不合理;三是政策激励措施的有效性难以得到保证;四是政策的科学性有待提高。针对上述问题,提出了相应的优化路径。
The policy of industry-education integration is a strategic guide to ensure the high-quality development of vocational education in China.The evaluation results of relevant policies can be used as a reference and basis for adjusting and optimizing policies.Taking 8 special policies of industry-education integration as the research object,the method of content analysis and text data mining is used to extract the high-frequency words in the policy text.On this basis,the PMC index model is constructed to quantitatively evaluate industry-education integration policy with reference to the existing research results.The results show that the overall design of industry-education integration policy is reasonable,and the average PMC index is 7.56.Among the 8 policies,6 were excellent,2 were acceptable,and there were no perfect policies and bad policies.But,there are also some problems that need to be improved at the same time:First,the policy lacks supervision and recommendation;Second,the policy timeliness setting is unreasonable;Third,it is difficult to guarantee the effectiveness of policy incentive measures;Fourth,the scientific nature of the policy needs to be improved.Aiming at the above problems,the corresponding optimization path is put forward.
