乌兰布和灌域灌溉用水户水权交易价格探讨

Discussion on Water Rights Trading Price of Irrigation Water Users in Wulanbuhe Irrigation Area

灌溉用水户水权交易作为水权交易的一种最普遍形式,其难点在于确定交易价格。实践中灌溉用水户水权交易价格以双方协商定价为主,个别地区政府对交易价格做了约束,但尚未形成合理的定价机制。开展灌溉用水户水权交易价格研究,提出既能够体现水资源稀缺性又有利于推动水权交易实施的价格,对于完善灌区水资源配置、提高灌溉用水效率十分重要。以河套灌区乌兰布和灌域典型区为研究对象,采用水费承受能力指数分析法确定灌溉用水户水价经济承受能力,并以此作为交易建议上限水价;以资源水价、工程水价和环境水价组成的基础水价为交易理论下限水价,结合研究区现行水价制度及实际管理经验,提出交易建议下限水价。研究得出:研究区灌溉用水户水权交易建议上限水价为0.343元/m^(3),建议下限水价为0.112元/m^(3)。

The water rights trading between irrigation water users is one of the most common forms of water rights trading and the determination of transaction price is difficult.In practice,the price is mainly based on negotiation.Some regional governments have constrained the transaction price,but a reasonable pricing mechanism has not yet been formed.The price can reflect the scarcity of water resources and promote transaction is very important for improving the allocation of water resources in irrigation areas and improving the efficiency of irrigation water.Taking the typical region of Wulanbuhe irrigation area as the research object and using water affordability index analysis method to determine the economic affordability of irrigation water users’water prices and used this as a trading suggestion for the upper limit water price.Taking water resources price,engineering price and environmental price as the lower limit of water rights trading price and combined with current water price and practical management expe⁃rience,the paper proposed trading suggestions for lower⁃limit water prices.The proposed water rights trading price range is 0.112-0.343 Yuan/m^(3).
