以广州市“四化”为例探索新型工业化发展路径

Taking the"DNIG"of Guangzhou as an Example to Explore the Development Path of New Industrialization

党的二十大报告中明确指出:“建设现代化产业体系。坚持把发展经济的着力点放在实体经济上,推进新型工业化”。推进新型工业化建设的战略部署对各地数字化转型成效提出了更高的要求。针对当前我国制造业转型过程中面临的施策难、贯彻落实难以及产业基础薄弱等问题,本文立足广州市“四化”案例,提取了“因地施策”的政策制定措施、“诊断评估—改造实施—成效评价”的工作闭环、“政府管理、企业赋能、平台培优”的协同工作机制等典型做法,改进形成了推进我国新型工业化建设的若干路径,并给出具体行动举措,全力助推我国走好新型工业化道路。

The report to the 20th National Congress of the Communist Party of China clearly pointed out that we will build a modern industrial system,adhere to the focus of economic development on the real economy,and promote new industrialization.The strategic deployment of promoting the construction of new industrialization has put forward higher requirements for the effectiveness of digital transformation.At present,we are faced with many problems such as difficult policy implementation and weak industrial foundation in the digital transformation of manufacturing industry.In order to solve these problems,this paper extracts excellent typical practices of the DNIG(Digitization,Networking,Intelligence and Greening)of Guangzhou.The typical practices include adapting policies to local conditions,the working closed loop of diagnostic,evaluation-reform,implementation and effectiveness evaluation,as well as the collaborative working mechanism of government,management,enterprise empowerment and platform training.Based on this,we form several paths of new industrialization construction,and propose specific measures to take the new industrialization path.
