摘要
大型煤炭基地开发经营在我国能源发展中肩负重要使命。随着我国经济转入中高速增长、能源产业结构调整,煤炭产业发展面临着产能过剩、经营效益下滑的困境,大型煤炭基地传统生产组织模式表现出许多不适应性,发展方式固化、低水平重复、低效率经营,影响了大型煤炭基地整体效率的发挥。借鉴部分煤炭企业开展模块化经营管理的实践经验,实施大型煤炭基地模块化开发经营,因地制宜设计实施不同类型的开发经营模块,并辅以配套支持措施,将有效促进煤炭企业转型脱困,提升大型煤炭基地综合开发水平。
The development and operation of lager coal bases shoulder an important mission in China's energy development.With China's economy transitioning towards medium to high growth and the structural adjustment of the energy industry,the development of the coal industry is facing the dilemma of overcapacity and declining operational efficiency.There are many inadaptability in the traditional production organization mode of large coal bases.The solidification of development mode,low-level repetition and low-efficiency operation have affected the overall efficiency of large coal bases.Drawing on the practical experience of some coal enterprises in implementing modular management,implementing modular development and operation of large coal bases,designing and implementing different types of development and operation modules according to local condition,and supporting measures,will effectively promote the transformation and improve the comprehensive development level of large coal bases.
