交通服务共同富裕水平评价指标体系构建及应用——以浙江省为例

Construction and Application of Evaluation Index System for the Level of Transport Servicing Common Prosperity:Taking Zhejiang Province as an Example

为科学测评交通服务共同富裕的建设成效,在分析共同富裕内涵逻辑和价值导向的基础上,综合运用问卷调查、大数据分析等方法,分析公众对交通服务共同富裕的诉求,从设施通达、服务优质、安全绿色、治理高效4个方面构建了浙江省交通服务共同富裕水平评价指标体系。然后,通过熵权法确定指标权重,并测算2021年浙江各县(市、区)交通共同富裕指数得分。结果表明,浙江交通服务共同富裕水平整体良好,但服务优质和安全绿色方面相对较弱,同时存在较大区域差异,其中县级共同富裕指数最高得分和最低得分差距(38.8分)远大于市级(14.2分),山区26县短板明显。因此,在推进山区海岛县基础设施建设、强化农村交通客货运服务、保障交通安全绿色发展以及提升现代化治理水平方面提出对策建议,为交通行业管理部门有效推动共同富裕工作提供依据。

In order to scientifically measure and evaluate the construction effect of transport servicing common prosperity,this paper analyzed the connotation logic and value orientation of common prosperity,comprehensively used questionnaire survey,big data analysis and other methods to analyze the public demand for common prosperity in transport services,and established an evaluation index system for the level of transport servicing common prosperity in Zhejiang from four aspects,including accessible facilities,high-quality services,safety and green,and efficient governance.Subsequently,the entropy weight method was used to determine the indicator weight,and then the index of transport services for common prosperity of each county(city,district)in Zhejiang in 2021 was calculated.The results showed that the overall level of transport services for common prosperity in Zhejiang was good,but the service quality and safety and green were relatively weak,and there was a large regional gap.The gap at the county level(38.8 points)was far greater than that at the city level(14.2 points),and the weakness of 26 counties in mountainous areas was obvious.Therefore,some countermeasures and suggestions were proposed in promoting infrastructure construction in mountainous and island counties,strengthening rural passenger and freight transportation services,ensuring green development of traffic safety,and improving the level of modern governance,to provide basis reference for the transport management department to promote the work of common prosperity.
